Starfire is one of the members of the black verr. She doesn't really care that much for a position of power, the main reason she's in it is because of the black verr have a hand deep in the pockets of drug trade in Chemical city. So long as she gets her fix she's happy. Chemical city is at times a very depressing place. Nothing will grow, there's often not enough food, and everything is falling apart. Rather than try to rebuild and make it better she clouds her mind with drugs and slips into an alternate reality trying to forget this one.
